Jquery- Javascript is Not uploading

Visual Editor not working after updating to 3.9

I already tried everything to find a solution for this issue, I Used this

define(‘CONCATENATE_SCRIPTS’, false);
define(‘SCRIPT_DEBUG’, true);

Replace all the wordpress installation
Put in hold plugins and themes.
Upgrade the defaults themes.

But My problem countinues
I can’t use the widget menu, neither the nav-menus.php

What else I can do, to load jquery when I login to my wordpress site.

Also I am using Genesis theme, but I already desactived all the themes, and plugins (theme.hold and plugins.hold)
