jQuery is not defined after reinstalling 4.9.5

I am having an JS conflict with my site because my jQuery libraries are empty.

These files are still empty: https://gsbdigital.com/wp-includes/js/jquery/jquery.js?ver=1.12.4

I have already tried manually replacing my wp-admin and wp-includes files in cpanel and the problem persists.

please advise on next steps!
