jQuery broken on non-WP page

For some reason, jQuery isn’t loading on this page (the drop-down menus should work, but they don’t, and I’m pretty sure jQuery not loading is the problem). However, the exact same file works on another of my sites (see this page).

The only thing I can think of, and it makes no sense to me, is that somehow my WP installation on the first site is messing me up in some way. I’ve tried putting in various noConflict workarounds, I’ve made sure the call to jQuery is identical across the site (now serving up the latest CDN from Google), and I can’t see why it’s not working.

I put all the code into the file just so it’s all there to be easily dissected.

What’s even odder to me is that other non-WP pages on the site (this one, for example) use jQuery without any problem. So I have no idea why this page simply won’t work.
