Job Quotes and Bidding Website

Hi

I am looking to do a tradesmen, primarily a plumbers website, where people can go to and log a job they’d like done ie “leaky tap needs to be fixed”. Then I’d like plumbers or tradesmen to be able to bid for the job.

I’d like it to have an area (maps) option in the job listing so plumbers can search jobs near them I’d also like it to have some sort of rating process so the satisfied customer can give the plumber a rating so other people can use him and not worry about getting cowboys. Also when someone posts a job within the area a plumber has specified during sign up I’d like them to recieve an email.

Has anyone heard of any templates or plugins which would do this?

Many many thanks for any help or advice as this has really stumped me.
