Jetpack WordAds Program on self-hosted site?

I’m considering migrating from wp.com to wp.org, but a feature I’d like to keep is the WordAds program by Jetpack/Auttomatic. However, most articles I’ve found on the subject seem to be unclear, or date back from too long ago to be relevant.

Is it possible to have WordAds on a self-hosted website? And finally, is Jetpack necessary for WordAds to work on wp.org, and if so, is a paid plan required at all? I’m asking because a paid wp.com plan comes with most Jetpack features that are normally hidden behind a paywall.
