Jetpack Sync too many requests, 100% CPU on Cloudways

Once every few days, the CPU usage on the server spikes and often maxes out at 100%, corresponding to a flood of requests to
/wp-json/jetpack/v4/sync/spawn-sync
from IP 159.203.115.222, which is not on Jetpack’s IP allowlist. Should we block this IP and ones like it, or is this Jetpack sync? If it is Jetpack, is it possible to adjust this on Jetpack’s end? The site is a WooCommerce store with a very large inventory.Example request log:
