Jetpack not sending “Confirmation” emails

    I am using Jetpack 5.3 for my email subscription widget. When an email is entered, the site replies that a confirmation email has been sent. The email account receives a confirmation email. When the “Confirm Follow” button is pressed, they are directed to a WordPress.Com screen that reports

    “Your subscription could not be activated. It may have expired, or the email address you subscribed with is not attached to your WordPress.com account.”

    When I check my Jetpack “followers” list it directs me to my WordPress.com “followers” list which shows no “email Followers” under the People menu item.

    How is it possible to allow email followers that do not have WordPress.com accounts?
