Jetpack Mobile Theme Not Working

I use Chrome for iOS and rarely have problems with loading my site’s Jetpack mobile theme, but I noticed recently through my AdSense reports that four times as many users on high-end mobile devices are seeing ads from my desktop site than the ones seeing ads specifically setup for the mobile site. I switched to Safari and found that I was unable to access the mobile site, and kept getting the responsive version of the desktop site.
This isn’t a Chrome/Safari issue, though, as Google Analytics tells me that mobile users are split 60-40 between Safari and Chrome, so a lot of Chrome users must be getting it too. I crowdsourced some feedback about it, and many users say that it’s intermittent — sometimes they’ll get the mobile site, sometimes not.
Whatever the case, a whole lot of users are not being directed to the mobile site, and that’s not good — especially because they’re not encountering the ads until the very bottom of the page when viewed in the one-column responsive version of the site (because on desktop they’re in the sidebar).
I thought this was a caching issue and have switch from WP Super Cache to W3TC, but no luck. I excluded user agents iPhone and Android in W3TC, and still nothing. I uninstalled Jetpack and reinstalled it, then activated a clean version of their mobile theme, but it still isn’t showing up regularly in Safari (cleared browser cache many times, so that’s not the issue) though Chrome is still fine, at least for me.
I’m still on iOS 7.1.1, so maybe that’s something to do with it? (If I try to test through sites like Mobiletest.me the Jetpack Mobile (Minileven) site doesn’t show up either. I don’t know.
If I could even just get a URL for the mobile site and find a plugin to push mobile users there, that’d be entirely fine, but I’ve had no luck with that, either.
Hopefully it’s something simple that I’m missing!
