Jetpack login issues

When I attempt to activate Jetpack it gives me the error message, “you do not have permission to access this page.”

I am the administrator.

I get the same error when I attempt to log-in from my c-panel and also when I attempted to upgrade to 4.3 from the admn area of the site. I was able to upgrade to 4.3 from my c-panel by clicking on the upgrade link.

I’ve tried turning off all the other plub-ins and that did not help.

I found an old thread that said to change a metauser file but could not locate the file.
