WooCommerce Automated taxes not adding taxes

I have setup and configured JetPack automated taxes for WooCommerce per the instructions here https://docs.woocommerce.com/document/woocommerce-shipping-and-tax/woocommerce-tax/?_ga=2.126460366.2141875108.1620738602-1797426272.1614958188. When I enable automated taxes, it deletes all entries from my standard tax table (as it should I think), but then it calculates the tax amount as $0.

The entry in my log shows this:

If I go to WooCommerce, settings, general, my store has the correct address as shown by Google.

Currently I have “disable automated taxes” selected since it is not charging taxes on sales when enabled. I need a solution asap if anyone has any insight.
