Javascript & Cookie 'not enabled" msg, when they're enabled?

For the last few days I have been hearing from my client about problems with Event registrations. Today she hears from a customer that they are getting an error when they try to register for an event.
This behaviour happens on several browsers: Chrome, IE, FireFox and Safari
My Client (on a Mac) and her customer (on a PC) have Javascript and cookies enabled. And both can reproduce this error.The error comes up as soon as they click the submit on the registration form
