Javascript compression is not detected

If you have Nginx front, you will need to manually apply the Nginx rules for the assets, not the Apache ones.

I’ve tried the nginx rules as well, same result.
actually now – both in effect.

I’m not seeing that it’s enabled for assets. Have you tried reloading Nginx after applying the rules?
