There was never “an option on each page to turn on ads” as this doesn’t make sense.

For basic ad insertion on posts you only need to select insertion position for automatic insertion

Yes there was, I used to use this all the time. When editing a post or product, there used to be options at the bottom of the page to turn ads off or on or manually ad. I just added two banners with the rotating option of 5 seconds each. Works on post but not products, also, only one banner shows instead of both. I’m just saying that I don’t remember it being this complicated before.

You probably mean options to individually enable or disable a blocks in a post or page. They are still there, you only need to enable them:
