It's 2016 – Still No FREE WebDAV/ownCloud Backup Plugin?

After spending an unconscionable amount of time looking for one, apparently not. At least one has this as a PREMIUM-only option, so it’s obviously not an impossible feature.

Is there a free plugin with this capability?

If not, why not?
