Item-parts template for image popup

I am a developer and I want to make changes to the image item popup title html. I basically want the title to link to the item posts permalink.

It looks like this has been hardcoded into the Visual_Portfolio_Get class in the popup_image_output() function, so I can hardcode my changes, but this solution is not best practice.

Is it possible to create an item-parts template for the image popup view? This would make it possible for developers to customize this part of the portfolio.
