Item in sub menu links to same page as top menu

I have a client that wants an item in a submenu (child) to link to the same page that the top menu (parent) points to.

This is for people who don’t realize when they hover over the top menu and the sub menu comes up, that they can click on the top menu.

Does this cause any problems/issues? Bonus if you know how this will affect crawlers like Googlebot. I am worried about Googlebot getting caught in a loop and/or duplicate content issues.
