it seems that there are no available payment methods for your state

Using woocommerce payments. When a user tries to place an order for an ebook that is on pre-order they get the error about there being no available payment methods for their state.

I’ve done several other pre-orders for ebooks and have had no issues. Pre-orders for physical books also work just fine.

Buying non pre-order ebooks works as expected.

As a test I enabled COD and still got the same thing.
