Could you please share with us a copy of your WooCommerce system report?
The system report can be accessed from here:
WooCommerce > Status > Get system report > Copy for support

Behavior like this could potentially be caused by third-party plugins. Especially when checkout field editor plugins are in use, I suggest temporarily disabling all other plugins except for WooCommerce and PayPal Payments to see if the behavior persists.
