Issues with plugin updates, times on multisite

Hello,

We have this installed on our multisite, and have noticed a few issues.

1. Plugins are updating when core is scheduled to (both have different times)
2. The emails update logs contains updates from the day before, not just the latest updated ones
3. The emails plugin list are not ordered chronologically
4. Delay updates of 1 day is being ignored, maybe due to it thinking their core not plugin?
5. Multiple emails are sent out with the update logs at the same time (E.G 2x outdated list + 2x update log)
