Issues with Bootstrap loading

On the homepage the boxes are loading fine and I can see the boostrap call to the css. Now if I got to https://training.thewhiteriveralliance.org/courses/river-assessment-field-team-raft-training/ you will see the boxes are not stacking correctly and looking at the code I see that there is no reference to Bootstrap. They seem to be using the same theme setup in Astra as the homepage.
