I can’t make you the official Plugin Translation Editor (PTE), this is done by the Hebrew WP translation team, but I can suggest your name and they will assign you the role if you follow the translation guidelines.
Here is what you need to do:
1. Go over to the official translation page.
2. start translating the plugin (the development/trunk version instead of the stable one ).
3. Make sure you use the Glossary to ensure you use the same terms as those recommended by the Hebrew team, this is important, else they will reject your translations.
4. Once you have achieved a sizeable portion of the translation (more than 50%) I can then recommend you to the Hebrew team to be assigned the PTE role.
