Issue with installing themes or even uploading images into media

Hi,
I did a search and honestly Im not sure how to tackle this problem. It really shouldnt be this hard…but here I am. ??

When I try and install an image into media thru wordpres I get this error.

Warning: preg_replace(): Compilation failed: unknown option bit(s) set at offset 0 in /home/mad8880/public_html/wp-includes/formatting.php on line 934

When I try installing any themes I get basically the same error. Something with line 934 in that code.

Line 934 is:
$filename = preg_replace( “#\x{00a0}#siu”, ‘ ‘, $filename );

Any help would be greatly appreciated. Thanks in advance.
