Issue with global plugin

I previously had my Contact Form 7 plugin globally disabled and then only load on my contact page: https://paulminors.com/contact/ This seemed to work and I can confirm the form was loading on this page. However, the form wouldn’t be able to successfully send messages. It was only when I removed CF7 from the globally disabled list that it worked.

It’s weird that it was loading (so it wasn’t disabled), but wasn’t sending.

Any ideas?
