Issue with encoding on address

I’m reaching out to bring to your attention an issue I’ve encountered regarding address formatting of my WooCommerce store.
Specifically, I’ve noticed that there is a problem when a customer selects Italy as the country and chooses a province (which is mandatory) containing a “^” character in its name. This occurs with provinces like “Gênes,” where the character “^” appears. It also happens with provinces like “Anc?ne”.
