Issue with brand new install of WordPress

I created a new directory on my Windows Server, brand new database and database user.

This is running on IIS 7, Windows Server 2008

I installed WordPress, and it installed successfully. I clicked the button on the installation confirmation successful page to log in.

I am at the log in page, I enter the database username and password and click Log In, I am suddenly brought to a page saying “This webpage is not available” (Google Chrome) with an error code of “Error code: ERR_CONNECTION_RESET”

This happens on all browsers. This recently started happening just yesterday. I have not changed any permissions in IIS or in the directory in which this installation lives in. I have checked the IIS logs to no avail, they only are showing the GET and POST requests. Event Viewer on the server does not show anything as well.

What can I check? I am pretty stumped.
