Issue w/ margins for non-responsive site

If anyone can help me, I would greatly appreciate it…
I removed the responsiveness from my site, however, now there is a big issue with the page margins and the width of the header and footer. First, I want my header and footer to extend the full width of the screen. It does on my screen, but not others. I currently have these widths set as pixels instead of percentages.
Second, I want the margins to the right and left of the page content to collapse with the browser (like other non-responsive sites), BUT I do not want the actual content to collapse. Right now, the content remains the same size (which I want), but the margins stay the same. I assume this has something to do with setting the margins as pixel widths, but I can’t figure this out for the life of me.
(To get an idea of what exactly I am looking for, go to ted.com and collapse the width of the browser and notice how the margins change but the content doesn’t.)
