Issue only when adding several tax rates

When adding in a few dozen tax rates, the site calculates tax with no problem. But after adding all 703 zip codes for Arkansas, Woocommerce will no longer calculate tax rates. I have disabled all plugins, used the default WordPress theme, checked the tax table for duplicate entries and format, and I can’t figure it out. Any idea why it is not working?
