!is_admin()

    I am working on conditional loading of plugins via .php files in the mu-plugin folder but as I have WPS Hide Login installed, the is_admin() variable does not help me to identify access to the backend, could you tell me which variable I should ask for?

    WPS Hide Login isn’t built to block or ignore this function. Are you sure your issue is caused by this plugin ?
