Is wp_safe_redirect gone for good?

I’ve noticed since the new update that nothing in the settings panel redirects anymore. Why is that? It’s frustrating when I hit refresh and am prompted to re-submit my form, and some of the plugins I use now produce errors ‘Warning: Cannot modify header information – headers already sent by…’
Why was this feature removed? I have not been able to find anything about it in any of the posts made about the new upgrade. Thanks!
