Is this the right program?

Hello,
I am very new at the whole blog and RSS thing. I am currently working on a website. roswellradio.org and need to have the news up. I am stuck and was told that this program would help me.

What I am trying to do is have the news guy be able to type in the title / story and then it post to the website like this.

main news page would be where the title would show up and would be linked to a story…. you could click on the story link and then you would see the story he typed..

Am I getting close by installing this program? Or do I need another program to make this possible? They want to be able to upload their own stories as they get them.

Can someone help me or maybe point me in the right direction? Do I need an RSS builder program? If so are there any free programs available?
