(is this possible?) Require X users before pre-orders are released?

Is it possible to have a product that requires, say 500 confirmed pre-orders, before said product is then paid for and sent out?

I.e. rather than have pre-orders open until X date upon which people can make regular orders, it’s instead that pre-orders are open until Y orders have been made, and then pre-orders are closed and money is taken?
