Hi will this work by setting individual rules per country:
    This is shipping to US.

    1 book 27.25

    2 books 39.75

    3 books 64.85

    4 books 64.85

    5 books 64.85+27.25

    6 books 64.85 + 39.75

    7 or moe books 108.65

    Then, $108.65 is the maximum.

Hi, I see no issues setting this up with the plugin if you switch from quantity-based rates to weight-based. E.g.,
    1 kg 27.25
    2 kg 39.75
    etc.

    OK see these images: https://imgur.com/a/h2oGL8O
I first put the weight based rules in the New Zealand zone. Is this correct?

Or do I put them in the actual weight based link and add the rules there?
I did both and both are showing up. Only the ones in the weight based link are not calculating actually the calculations are all out.

WBS has two ways to set up rules:
    1. With the global WBS shipping method: WooCommerce > Settings > Shipping > Weight Based Shipping.
    2. With one or more shipping methods under shipping zones: WooCommerce > Settings > Shipping zones > [shipping zone] > Weight Based Shipping.

You can choose either or both of the options. It is up to you.
