    No you can’t do that with this plugin. There are plugins that will allow you to do that. However, they are all commercial plugins and it’s against forum guidelines for me to link to any.

    why the register page from a subsite, redirect to the primary website ?

    That’s the way WordPress works. The domain mapping plugin does not alter the core behavior.

    so when a user register, the account will only be created on the primary website and will not work on the website the user has registered to
    that’s kind of strange

    No, a user registers with the network. Once they have registered they can be added to any site in the install.
