Is there development to collect a theme from ready-made functions and includes?

Tell me, maybe somewhere there is such a development of themes for WordPress,
so that all important functions of the theme are placed in separate CMS folders.

This is necessary so that when creating new theme, do not write code for a new theme from scratch, but include the necessary PHP files from the library.
So that for each theme php file there is a choice from a collection of incllude files or functions.
For example:
= display brief news in a category
= device drop-down menu with adaptability.
= side menu with adaptability.
= footer with adaptability.
and so on.

To allow for footer.php in the /footer/ folder there were files with 1, 2, 3, 4-column adaptive footer. And they could be selected simply by uncommenting one of the lines in footer.php.
CSS classes of HTML tags can be specified as arguments to such functions (if they are needed different for different themes).
