Is there a way to define a difference between web admin and site admin?

I am setting up a WordPress website and blog that is a “turn-key” site and full admin rights are way too much for the “owner” of the site when she takes it over. So, my question is this, is there a way to limit what she can see in the left hand menu of the dashboard area? The place she had her site before apparently had her WordPress site set up in such a manner that all she had to do was pick between if it was a blog post, page modification/post or shop entry and it was all done with forms. I have looked and looked and looked some more and cannot find anything in settings or with plugin/s that will do what I am wanting here so I am asking for your help, please if you can help in any way it would be greatly appreciated.

ETA: The website this is on is not a wordpress.com site it is a private domain on Just Host and is set up in the root directory.
