Is there a Comment Guidelines (link to rules) plugin?

Im having lots of problems with trolls on my site but I don’t want people to think Im censoring their comments because of alternative viewpoints. So, I would like to add a link above (or below) the comment box, that goes to a Comment Guidelines page to let people know what kind of behavior can their comments censored.

I have no idea how to code this, so Im hoping there’s a plugin out there!
