By default, Photology has mobile and tablet versions of the design, but if you have edited the theme parts, then you also need to set the design to be responsive meaning you need to manually design the site on mobile and tablet mode.
To avoid confusion, I will explain what is responsive in a website. Responsive just means the interface response to the change in device screen size. In web design, responsiveness can be created by modifying the CSS to match a certain screen size. Being responsive does not mean the style will automatically match each device.

Use Mobile Mode in the Editor
go and select mobile mode in the editor. And then edit your site in mobile mode to your desire.
Look For Setting with Device Icon
Since Photology uses Gutenverse plugin as its base, you need to know that not all settings can be responsive. but you can look for setting with device icon on their left side.
