    I need the developer version of this plugin.
    It costs 99$.

    Is my Payment for this version just for one Site? one WordPress Installation?
    Or I can use it any time on any site?

    Not really, you can use the plugin in all your websites, and the websites of your clients if you are a web developer, you simply should not distribute the plugin.
