Pages don’t use permalinks. The standard url for a WordPress page is https://www.domain.com/page_name.

not in my site (for some reason)
https://www.kocorolab.com (japanese)
https://www.kocorolab.com/eng/ (english)

how can I make it to display as you say?

The default URL structure for Pages is what you see in your blog, viz: https://www.kocorolab.com/eng/?page_id=# etc.

“/pagename” structure would be used for Pages, if you select any of the custom URL structures for the posts under “Permalink settings”.
