Is it possible to turn off 3d secure verification for Paypal Express Checkout?

Hi, a friend if mine wants to launch an e-commerce website, but he insists on not havig 3d secure verification for purchases (I guess for conversion reasons…). Is it possibe to do so? Thanks in advance!
