Is it possible to make Dynamic To Top plugin support Horizontal Scrolling page?

Looking for the same answer. Could not find an easy way like a plugin to do the trick. Is there anyone who could assist with this matter and advice on how to write a code to move site content left to right and back with arrows, button or something like that? Or maybe someone has found a plugin that does the job?
