Is it possible to manually insert WP Tab Widget into theme?

Hi there, I tried signing up for the support forum but am unable to create a new post.
I am working with a theme that has the “Widgets” panel disabled altogether. Is it still possible to insert this plugin into my theme somehow? Is there a shortcode I can use? Also, is there a way I can change the settings without being able to access the “Widgets” panel?
