Yes, use pages, not posts and it’s “just a website” powered by WordPess.

Under settings->reading, set a page as your “home page”.

If you’re setting up WordPress on azure, choose a Linux VM, not Windows.

What you’re asking for won’t work.

To use WordPress to edit your site, the site needs to be built in WordPress. A site outside of your WordPress installation can’t be edited or updated by your WordPress site.

As for making an information system, the answer is definately yes. I’ve done that many times before, and it’s not that hard (once you get used to teh coding that is).

what you’re asking goes beyond the scope of these forums. I strongly suggest you hire a WordPress professional to build a site for you and/or teach you how to build one.

There’s a lot of programming needed to do custom work, but you can look at something like this that can take at least some of the work out if it for you.
