• I notice there is 5 options under plugins (activate_plugins, delete_plugins, edit_plugins, install_plugins, update_plugins) but none of them allow someone to just “view.” Is it possible to allow a user to view the installed plugins but they can’t activate, deactivate, view settings pages, etc?

    There is no ‘list_plugins’ capability. Plugins list is available to a user with ‘activate_plugins’ capability only.
    Possible workaround list plugins by shortcode at front-end page using this plugin or similar.
