Is it possible Googlebot is caching my old privacy settings in WP?

I recently built a site at https://magazine.jhu.edu.
While building the site and testing, I turned privacy on (hide from search engines). I’m beginning to think this was a mistake. Because even though I’ve turned off privacy, attempting to get Google Webmaster Tools to see the sitemap results in this error:
URL restricted by robots.txt
We encountered an error while trying to access your Sitemap. Please ensure your Sitemap follows our guidelines and can be accessed at the location you provided and then resubmit.At this point, the robots.txt is wide open.
Is it possible that Google is caching my previous settings and not actually looking at the robots.txt file?
If so, is there anything I can do to reset things, or is this just a “wait and see” thing? And, if that’s the case, how long should I expect this to be?
(I asked my host — Bluehost — if they’re blocking Googlebot, and they say they’re not).
