is it normal to have htaccess files in the folders

My website was hacked recently and one of the things that happened were multiple htaccess files were created. I deleted them all but the one in your plugin are replaced if I do so. It is located here wp-content/plugins/woocommerce-pdf-invoices-packing-slips/vendor/phenx/php-font-lib/.htaccess
the text in it says “deny from all”
Is this a regular file?
