The Permalink Manager button should be displayed after the draft is saved or post/page is published.

Yes you are right when I save as a draft the permalink manager button appears but the permalink structure is like the wp default permalink structure screenshot 3

I checked your website structure and noticed that you probably have no “location” taxonomy registered and therefore you are not able to use it as a permastructure tag.

How exactly is the location assigned to the single hotel? Do you probably use custom fields?

It is not a taxonomy, it’s a custom post type.
The theme uses Option Tree plugin I guess it does the job. I am using the post settings to assign the location to the hotels. It’s somehow the same as custom fields

The code didn’t work! can it be because the theme itself uses a custom permalink structure? Because when I save as a draft the permalink changes to the wp default structure as it is in the Settings->permalink Screenshot
