IP restriction valid but not logged in

  • Good morning. I administer a multi-site.

    location01 = IP access on my office and user01 has access
    location02 = IP access at home and user01 and user02 has access
    location03 = IP access at home (but user01 and user02 don’t have access)

    When I am at home and are logging in with user02 I cannot see location03.
    Is this normal behavior? So logging-in restrictions go above IP restrictions?
