IP blacklist question

Hi,

I noticed that in .htaccess, AIOWPS inserts this sequence:

#AIOWPS_IP_BLACKLIST_START
Order allow,deny
Allow from all
Deny from 123.123.123.123

Apologies if I have this backwards, but doesn’t Apache stop parsing when it has a hit? Should the “Allow from all” not be below all “deny from” entries, or does the sequence not matter?
