IO Error and HTTP error on 3.2.1 When uploading pictures

I have seen the other IO Error and Http Error threads. I seen that they are from 3 years ago saying they deleted everything and download a “2.” update. I need help with this on the 3.2.1 version. The instructions don’t do me too much justice because I can’t find where to delete the wp-admin and everything that includes wp-folders. I am new to this I have been posting online but this is the first time I had this problem. Anything will help! THANKS
